Clause 7(3) of the Cable Landing Licence,

which is being sent to Hong Kong in a despatch bearing

to-day's date, provides for half rates plus outpayments

to other administrations for all British Government

telegrams, but it does not provide for special rates

for telegrams on behalf of the League of Nations.

Clause 10 provides for priority for League of Nations

telegrams
